CTP

In July 1998 a partnership was formed between the MOD, the Directorate of Military Outplacement Services (DMOS), and a private sector outplacement company, Coutts Consulting Group PLC to give Resettlement a more civilian edge. All Service personnel with 3 or more years' service are eligible to register. There is no pressure to do so - it is a personal choice. Generally registration is advisable if only to access a consultant's interview, his/her advice and opinions. This element does not count against GRT. The CTP will provide:

A Consultant - he or she, will be available to you throughout your time to TX and a further 2 years post TX. He is a civilian who may or may not have an understanding of the military. His experience is in commerce and industry and therein lies his strength - use it. He is well paid for his services so make sure he is working for you. Know his name, telephone and fax number and his e-mail address. Seek his advice constantly in addition to that at 2nd line. If there is conflict between you and your consultant then ask for a change. The CTP will not be offended

A Job Finding, Service through The Officers' Association, www.officersassociation.com, with offices in London and Edinburgh (see service linked pages) and The Regular Forces Employment Association, www.rfea.org.uk, via a network of employment consultants. Both organisations are available to assist you for me rest of your working life.

3-5 Years' Service. You qualify for advice from your Unit ERO, RMRIO is also on hand, and you may register with the CTP for their limited service - a consultant's interview and use of the Job Finding Service (see above). You may also apply for Standby Courses(see page 5).

5 or more Years' Service (over the age of 18, Officers, 21) and Medical Discharge. In addition to advice given at 1st and 2" line, the full benefits of the CTP provision are available (or you may opt for the Job Finding service only) from the nearest (sometimes, chosen) Regional Resettlement Centre (RRC) - see MOD Form 1173.

Elements of Resettlement

It is your prerogative to choose your Resettlement activities, training and trainer. The following
options are available:

CTP workshops, briefings and seminars (normally accommodated in Service establishments). Briefings run by NRIO Portsmouth (for which no allowances may be claimed).

Training (IRTC, subsistence and GRT warrants as necessary):

CTP courses at Resettlement Training Centres or CTP sponsored courses with Preferred Suppliers.

A Civilian Training Attachment (CTA) covering any formal training at a college, training organisation or firm.

A module of an ongoing course eg. Open University.

A Civilian Work Attachment (CWA), an outplacement taken with a civilian organisation to gain knowledge and experience in the civilian workplace. It attracts subsistence and GRT warrants if appropriate. You should consider carefully the value of a CWA - will it lead to a Job, enhance a skill, provide an opportunity to network or introduce you to an industry? Finally, will it fit into your Resettlement plan? Countermarch might provide such a placement.

Individual Resettlement Preparation (IRP) is for approved activities which do not fall into other categories. Examples of such activities are searching for housing or schools in a new area, attending a job interview or assessment day, cold calling, personal planning, CV and speculative letter writing. IRP does not attract subsistence although GRT warrants may be used.

Training

Within your last 9 months of service an Individual Training Costs Grant (IRTC) of £534 is available to help fund Resettlement training. (At this point you should have attended an Initial and Final Interview and, if registered with the CTP, completed a CTW and perhaps some of their other briefings). Your training may be taken either in whole or in part from 3 categories:

Contract Funded - mainly at Aldershot Resettlement Training Centre, some at RRC Catterick. There is no apparent charge but £26.70 per day is deducted from IRTC. Service accommodation at Aldershot is poor. Provided a non-suitability chit is obtained. Movements will book hotel accommodation for you through the Central Hotel Booking System (CHBS). At Catterick, individuals must apply to the garrison. Sometimes accommodation is available, if not, a non- availability chit will be issued and the CHBS can then be used.

Preferred Trainers - commercially run courses recognised by the CTP. Applicants use IRTC to help fund courses. Subsistence and warrants may be claimed where necessary.

Civilian Training Attachment (CTA) - formal training at individual's selected college or private trainer. Attracts IRTC, subsistence and warrants. With DNTE approval via RMRIO, a CTA or CWA (see page 1) may be undertaken abroad.

Standby Courses

These Contract Funded Courses are available on a 'fill-up' basis to CTP registrants only, with priority given to full registrants. Applicants must have proof that their IRTC grant has been exhausted by:

Possessing receipted payments from a trainer or
Having deductions from grant (£26.70 per day) for CTP training.

Places are allocated on a 'first come, first served' system, successful applicants being notified some 10 days before the start date. Outstanding GRT must first be used but when depleted, application for time off to attend may be made. No subsistence may be claimed.

Training Cost - £15 per working day. Payment due on the first day
Service leavers under 'Job Finding' scheme may use their Standard Learning Credits

Applications on MOD Form 363, part 5, should be forwarded to the appropriate centre.

Indemnity. Training, CTAs, CWAs and IRP are undertaken as duty and as such you are indemnified by the MOD against loss, damage or injury either to you or to the organisation to which you are attached. Certificates of Indemnity can be provided.

Note; If your training, CTA or CWA extends over a leave period you must raise your own insurance cover. You may not accept payment during a CWA unless it is undertaken during Terminal or Invaliding Leave.
